The HCA in action...

The Heavy Constructors Association of Greater Kansas City (HCA) was founded in 1950 and has been a chartered chapter of the Associated General Contractors of America (AGC) since 1967.  Our membership consists of approximately 155 member companies comprised of general contractors, specialty contractors, major suppliers, suppliers and affiliate members.

The HCA actively participates in all aspects of the heavy construction industry in both Kansas and Missouri.  The following information is a sample of how the Heavy Constructors Association is making it better for you...

FEDERAL AND STATE FUNDING---The HCA consistently promotes higher levels of funding for highways, roads, bridges and water treatment facilities at both the state and federal levels.  Our most recent legislative successes include...

  • The passage of the Kansas Comprehensive Transportation Program (CTP), a ten year, $12.6 billion total transportation program that will help ensure the safety and prosperity of Kansas citizens well into the next decade
  • The dramatic increase in federal highway funding for both Kansas and Missouri as a result of the passage of the Transportation Equity Act for the 21st Century, the national highway funding bill passed in 1998 by the United States Congress

LEGISLATIVE INFORMATION/GOVERNMENTAL RELATIONS--- The HCA provides a number of services to our membership in the areas of legislative information/governmental relations.  We are your industry and personal representative in working with governmental agencies and legislative bodies at all levels of government.  Examples of our representational services are:

  • Liaison with State Highway Departments---The HCA maintains a close working relationship with the Kansas and Missouri State Highway Departments on planned expenditures for projects, maintenance, specifications, partnering, etc. in the Kansas City metropolitan area
  • Liaison with Federal, State and Local Officials---The HCA remains in contact with public officials at all levels of government to ensure member concerns and interest are properly expressed and considered in the decision making process
  • Appearances Before Committees and Public Forums---The HCA regularly appears before legislative committees and city/state public forums to represent industry interests and concerns on a wide range of policy issues
  • Representation on Area Chamber of Commerce Committees---The HCA represents its members on committees of both the Greater Kansas City Chamber of Commerce and the Kansas Chamber of Commerce and Industry. We are currently involved in a variety of committees and issues including Kansas & Missouri State Legislative Affairs, Surface Transportation Committee, Air Quality/Transportation Subcommittee, etc.

LABOR RELATIONS---The HCA maintains a close and positive relationship with our signatory labor unions (Cement Masons, Laborers, Operating Engineers and Teamsters) to ensure that our mutual goals and objectives are accomplished.  We negotiate labor agreements for the benefit of our members by promoting cooperation and dialogue with these signatory crafts.  This relationship is demonstrated by the establishment of the Labor Management Fair Contracting Foundation (LMFCF), an organization that actively monitors governmental and contractor compliance with all applicable prevailing wage regulations.

FEDERAL AND LOCAL POLITICAL ACTION COMMITTEES---The HCA possesses both a federal and local political action committee (PAC) for purposes of contributing to legislators supportive of our industry and our Association.

PUBLIC SERVICE---As a public service to the community, the HCA has developed the "Plan Bulldozer" program which makes contractor personnel and equipment available in instances of natural or man-made disasters and emergencies. In conjunction with this program, we annually publish and distribute our Emergency Resources Catalog to area law enforcement, emergency personnel and governmental agencies so they may quickly respond to catastrophic situations.  Most recently, Plan Bulldozer has been activated in response to the flooding at Brush Creek in 1998, the floods in mid-Missouri in 1993 & 1995 and various tornadoes causing damage in the metropolitan area in recent years.

PUBLICATIONS---As a service provided exclusively to our membership, the HCA maintains a wide variety of publications on a number of topics including the HCA Membership Directory; HCA Friday Fax; Labor Contract Agreements; Labor Wage Rate Bulletins; Crime Bulletins; the HCA Substance Abuse Testing and Assistance Program and the Emergency Resources Catalog.
